Minutes for December 3, 2014 Selectmen’s Meeting

Special Town Meeting

John L. Myers Jr., Town Clerk, opened the Special Town Meeting at 7:00 PM by reading the Warrant.  Hiram R. Davis was elected Moderator.  The Board explained each of the Articles.  There were no other comments or questions from the Board or the public.  Upon vote, the Chair ruled affiramative vote on Articles 2, 3, 4 &5.  Each article passed as written.  The Meeting adjourned at 7:16 PM.


After the Special Town Meeting closed, and before the Selectmen’s Meeting began Chairman Emery introduced SAD 6 Superintendent, Frank Sherburne, who came to talk about the school district.  Mr. Sherburne introduced Assistant Superintendent, Charles Lamonte, and the Business Manager of Finance & Operations, William Brockman.  

Mr. Sherburne and Mr. Brockman updated us on things going on in the district and talked at length about issues facing the school and the communities including converting the Middle School to a trimester schedule, proficiency standards that the Class of 2018 will have to meet in order to receive a diploma, teacher evaluations and the new teacher effectiveness plan.  Mr. Brockman presented some historical information about what the budgets have been, changes since 2009, the upcoming budget, and items that will impact it the most.  They also talked about the financial impact that charter schools & virtual schools will have on taxpayers, and their plan to get a group of municipal officers and legislative representatives together to make some changes.

The Selectmen asked questions and Selectman Booker suggested she would like to see the meetings with municipal officers and legislative representatives to discuss the charter schools and tuition happen sooner rather than later.

The Superintendent stressed that there is a lot of detail and information on the upcoming budget on the SAD 6 website and he said the public should be very well-informed about how the school is spending taxpayer money when going to vote on the school budget in the spring.  The district budget is over $45,000,000.   If people cannot get the information from the website they can call the Superintendent’s Office and they will make the information available to them.

The Treasurer met with the Board to talk about payroll deductions.

The Police Chief was in and the Board went into Executive Session at 5:15 per 1 M.R.S.A. §405 (6) (A) on a personnel matter.  The Board came out of Executive Session at 6:14 PM.

The Selectmen talked about the new hire for the part-time position in Public Works, and talked about a poverty abatement.

  • South Buxton Cemetery Association invites you to join their 8th Annual Wreaths Across America Ceremony on Saturday, December 13, 2014, starting at 11:30 AM at the So. Buxton Cemetery, 1187 River Road (Route 112) in Bar Mills.
  • There will be a Free Christmas Dinner December 25 at Buxton Centre Baptist Church, 938 Long Plains Road from Noon – 2:00 PM  
  • Review of Projects and Issues
Selectman Santolucito reported that he is working with OTT to take a look at the DSL connection to confirm that the equipment that we have is as updated as possible and that we are getting the best speed we can.  He is still waiting for information back from them.

Selectman Harmon said she has been preparing for tonight’s Special Town Meeting and working with the Fire-Police for the Good Shepherd Food Mobile which will be coming Friday, Dec 5.  It will be located at the old Town Garage and is open to anyone.  She asked people to leave in the same direction they approach the garage in so that traffic can flow smoothly.  

Selectman Harmon mentioned that this is the 25th year of the Festival of Trees that will be happening starting December 8, 2014, at the church on Hermit Thrush Drive.  

Selectman Booker came in Monday and followed up on the insurance request for some repairs at Town Farm Park to let them know that the park is closed for the winter and this will be taken care of in the spring.  

Selectman Booker reported that she attended the SAD 6 Budget Advisory Committee Meeting and heard pretty much what we heard tonight.  She said there is going to be some work to do on that.

Selectman Burns was out on vacation but he has been in, talked with some department heads, reading Email and talking with other selectmen to get back up to speed.

Selectman Emery has been working with the Town’s attorneys on a couple of matters they have pretty much wrapped up now, working with Bev on some information she needed, calling in to make sure things are running smoothly, and taking care of the everyday things that come up.

There will be a Rabies Vaccination Clinic Saturday, December 6, 2014, from 1:00 – 3:00 PM, at the Buxton Public Works Garage at 215 Portland Road next door to the Buxton Town Office.  The cost is $8.00 per vaccination – Cash Only.  All dogs must be brought in on a leash and all cats must be in carriers.  For faster service, please bring the previous rabies vaccination certificate.  This clinic is open to anyone from any community.  For more information call Buxton Town Hall at 929-6171.
